Detroit Transportation Corporation Appoints Cliff Powell as New Transit Police Chief
The Detroit Transportation Corporation (DTC) has appointed Cliff Powell as the new Chief of Transit Police, a move that strengthens the city’s commitment to safety and community engagement within its growing transit system.
With over 35 years of experience in law enforcement, including two decades with the Detroit Police Department, Powell’s leadership comes at a crucial time as the People Mover serves over one million passengers in 2025, contributing to the city’s efforts to revitalize and modernize its transportation network.
Chief Powell’s extensive experience positions him well to manage the unique needs of the People Mover, which has become an essential part of Detroit’s infrastructure. Under Powell’s direction, the Transit Police division will continue to oversee the safety of passengers, addressing both routine and emergency situations. His leadership will also emphasize community engagement, ensuring the People Mover remains a trusted and accessible mode of transportation for all Detroit residents.
“Chief Powell’s robust background is well suited to the People Mover’s unique operational needs, encompassing operations management, emergency and crisis response and community engagement,” said DTC CEO Robert Cramer, Director of Transit, City of Detroit
Powell’s career reflects a strong focus on ethical leadership and public safety. As Chief of Transit Police, he will oversee a team of 13 officers and sergeants, working to address the operational challenges that come with a transit system serving a city as dynamic as Detroit. His leadership will be pivotal in ensuring the People Mover can accommodate the diverse needs of the city’s residents while maintaining a secure environment.
Beyond his professional background, Powell’s community ties further enhance his suitability for the role. He is an active member of the Police Officer Labor Council, the National Organization of Black Law Enforcement Executives, and Omega Psi Phi Fraternity, Inc. His commitment to education and community service is evident through his work with the Southeast Michigan Omega Foundation, where he has helped local students access scholarships and pursue higher education.
Powell’s appointment also aligns with broader efforts to address the underrepresentation of diverse leadership within Detroit’s public systems. As the city’s population becomes increasingly diverse, the emphasis on inclusive leadership in organizations like the DTC underscores Detroit’s commitment to equity in all areas of public service.
The Detroit People Mover, which is an integral part of Detroit’s downtown, continues to grow and adapt to the needs of the community.
As Powell steps into his new role, his focus on safety and community-building will be crucial in ensuring that the People Mover remains an essential, trusted, and accessible transportation option for Detroiters.
